Tong Eng Brothers is developing the brand new Belgravia Green. Tong Eng Brothers Pte Ltd started in 1940s by the Teo Thye Chor and Thye Hong from the Hui Ann District of Fujian in China. Tong Eng Brother started as electrolytic Tin plates business that mainly provide for the tin can and bottle cap production. The business took off and expanded further into trading and manufacturing. After the war, the business become the leading electrolytic tinplate stockist in Singapore and regionally. The business further diversified to property development in the 1950s. The company had developer the Paya Lebar Industrial Estate in Little Road which sits in a 5.5 acre of land. Profts are also make by selling land to major oil compnies such as Mobil, Esso and Shell to use it as petrol pump stations. Tong Eng Brothers also constructed a big number of residential units at Tong Eng Heights which subsequent known as Changi Heights. They also develop housing units at Changi Grove to rent to the British Forces. Besides this, the developers has also developer Belgravia Villas, West Sea Garden (Pasir Panjang), Tong Kong Garden (Upper Paya Lebar) and many shophouses along Upper Paya Lebar Road.
By 1968, the developer already had owned up to 100 acres of land for further development.
